Question Why two WW reservoirs?

I cleaned and flushed my washer system today (major improvement!)and I wish to question some logic here.

Why, on the windshield washer reservoir (the main one) is there the smaller tank? It's only connected thru the small hose at the bottom.

So says the manual also, but it only feeds into the main tank and both pumps take from that one.
