How to fix a droopy eye
I've got an '04 with the bi-xenon headlights. The driver's side doesn't rise when the lights come on. As far as I can tell, it still moves left-right when I turn, but it stays in the "down" position.
What are my options for fixing this?

either replace the headlight to keep active xenon, or ditch the OEM lights for repos

for up and down its a different motor - you can access this from behind the unit.
the problem is slotting the new one back in as the ball shaped connector needs to be pushed into a cup that is inside the headlight.
I have pulled the headlight apart to replace the motor pack to fix left\right issue, then the other headlight up\down stopped working and I started looking into it, but then started working again... that was 6 months ago and has worked since.

It is true in the UK and other parts of the world that you can access up and down motor, but not in the US. The motor is sealed in in US models. You can take a look at the pics in my headlight rebuild thread
To OP, if the light is pointing downwards and you just want to adjust to the correct position and don't care about it actively moving, you can manually adjust upwards from the outside, there are some adjustment brackets behind the headlight that connect the headlight up/down to the motor. If you take off the caps, you can use a screwdriver to twist into position and just leave it at the correct height.
Step 12 in the link below shows the bar .. not sure if it can be adjusted without removing the bar. You could try turning the hex head shown in the picture .. it may just be stuck

Nafis - you need to get the motor pack from a broken light, then replace by opening up the light unit. Theres some threads on this .
