Belt tightening ?

Belt tightening ?
Ok I was just wondering if it is routine to have the fan belt and accessories "realigned or tightened" ?? I was wondering because every now and then, theres a sound like somethings brushing up against something thats moving...like a swoosh swoosh swoosh sound.
If so how often?

Also can the big fan (behind the radiator) be adjusted...I notice that its the cause of my unusual sound.

but that does not seem to be the case, the sounds should not accurr when it's broken ..
