When I select the heat to go to my feet it doesn't shut off the vents on the dash. Does anyone know where to begin to look?

The US version use vaccum controlled doors/flaps. The vaccum is provided via tubes and controller valves. All of this is located behind the center console, but most service requires that the whole dash be removed.

Thanks, Do you know if it is possible that the controller that is in the dash which is electric could be the cause of the problem or if there is any way to test it?
