Cat Converter Internal Rattle - Drill a hole?

A few months back I put a small clamp on my cat converter heat shield to stop some harmonic buzzing; worked great and was perfectly quiet.

Im now getting a rattle that sounds internal to the converter. I checked the heat shields and everything is tight...I think it may be something cracked inside.

Any ideas on how to deal with this short of getting a new converter ($$$$$)?

I have seen some input on the web that talks about drilling a hold and then putting in a set screw to solve the rattle.

BTW Ohio is not an emmision state.
