Alright, background first.

Short version
* has been sitting still for about 9+ years.
* I started the car first without coolant for about 1 min and noise was not there

So, car has been sitting still for about 9 pluss years. I started the car once without it having any coolant in and it was surprisingly very quite.

I filled the car with coolant and now it's making this weird whining noise.

Could it be a faulty water pump? or maybe its rusted?
