Can someone please help me understand how this system works?

I would pull the O2 sensor and clean it.

If it were me I would not try to start it until replacing the seals,

One more possibility here that you should check. The fuel pressure regulator (radiator side of the FD) can rupture/malfunction and its safety hose goes right back into the intake.
Disconnect it and make sure it is not leaking fuel. It should be bone dry.

I replace the fuel regulator and the I CV when I first started messing with the car. I will double check to make sure there’s no fuel

I agree especially with a strong smell of fuel being reported. That could be a pretty serious fire danger.
