I had a similar issue on my ’91 300SL R129 where the idle was super low and the ICV wasn’t getting any power. Fuses were fine, so I started checking the wiring and the plug itself, sometimes the pins get corroded or the connector just isn’t seated properly. I also made sure the ground was solid. In my case, cleaning the connector and checking the wires fixed it, but I know some people have had to test the ICV directly with 12V to see if it moves, or trace the wire back to the ECU to make sure voltage is getting through. Usually it’s just a connection problem rather than the valve itself.
