Why headlight out when c230 is running but on when turned off?

1999 c230
Why headlight out when c230 is running but on when turned off?
When I started my 1999 c230 the left headlight was out and the dash light for a burned out bulb came on. When I turned off the car to go and check the bulb both headlights lit up for a few seconds as they do when the car is turned off.

What might cause this problem? Is it a switch or relay issue?

I've already fixed a few electrical issues with info from this forum but I can't seem to find a thread on this one
