need education on different COMMAND part numbers for W204

need education on different COMMAND part numbers for W204
the follow up to :https://mbworld.org/forums/audio-ele...-w204-c63.html
So the local dealer had a look at the problem below and tried to reflash/update the NTG 4.5 unit that is installed but it wouldn't accept new firmware. the odd thing is that on the 1 drive home from the dealer it worked properly. between 10 and 12 satellites, proper position calculated, full 9 yards. Next day it was back to the previous behaviour. The dealer has quoted 6.5k to replace the command unit which takes me to my next questions:
Are the region specific?
What are the differences between them? looking at WIS there are plenty of different part numbers. Also looking at ECS tuning there are plenty of different parts.
Do you need STAR to recode the car once installing a new one?
Can you replace a 4.5 with 4.7? and if you do does it need a recode if you do that.
are they PIN protected?
