Voltage Problem with Timeport Phone

I installed a Timeport Phone in my 2002 C240. I think I might have a bad coil-code because when the ignition is turned on, the phone does not turn on, and the battery icon on the phone does not flash to reveal that the vehicle is charging the battery

I measured the voltage on the external power wire and it was less than 2 volts, certainly not high enough to recharge the battery. Do any of you have an idea what might cause the voltage to be so low. Could it be a relay? If so, which one?

Also, which wire would likely be the one to turn on the phone (external power, battery feedback), and what do each of these functions do?

5 Manual Test
10 Ground
14 External Power

the phone is turned on by shortening the phone's TXA to GND (I am not kidding).
The voltage on the B+ input should be about 4.5V. If its lower, there is either something wrong with the phone, or the PSE. You can test the PSE by not hooking up the phone but instead shorting GND and AGND as well as TXD and RXD. If you do that the PSE thinks that the phone is connected and will put 4.5V on the B+ wire. If it is still 2V, then well... check ebay for a new PSE.

I don't have the right tools (or perhaps it is capability) to short GND and AGND as well as TXD and RXD at least at the coil cord "end of things." What I did do, however, was use a multimeter to attempt to measure a voltage at the 15-pin connector that plugs into the phone. I put the positive probe on pin 14 (External Power) and the negative probe on pin 10 (Ground). I get no reading. However, if I disassemble the phone console and put the positive probe on pin 3 (External Power) and the negative probe on pin 2 (Ground) at the 10-pin connector, I get a reading of 4.5.

It seems logical that something is wrong with the coil-cord, doesn't it?

Here's the wiring scheme that shows how the 10-pin connector connects to the 15-pin connector at the phone.

You may want to make a pigtail cord that brings the 10 pin modular connector in the console out; this is what I've used for testing. Just crimp a connector onto some CAT5 (+1 more pair) or any other 28g 10 conductor wire; then play with the other end or for more serious testing hook it to a breadboard or something. It will make debugging a lot easier. Also eliminates the coil-cord in the equation.
