Headlight issues!

Headlight issues!
Hi guys, I’m new to the page! Picked up my 2013 C220cdi amg sport plus a couple months ago. No issues so far, until last week my drivers front indicator and led side light stopped working. Took it to my local Merc specialist and they noticed that they worked fine when the engine isn’t switched on?! Very odd!
So I booked it in for them to strip apart and have a look on Tuesday and they’ve told me that there is some signs of water ingress and corrosion on both the modules/ballasts. So they have recommended a whole new headlight unit because there has been some damage underneath which is allowing water ingress and also recommended changing both the modules/ballasts and then said it may need to be coded etc and the quote came to £1500!!!!
My concern is that would it definitely be the ballasts/modules that need replacing If the indicatior and turn signal do still work when the engine is turned off??
If so, for the mean time can I just replace the modules as I can’t afford a new unit atm. Also do I need both units or are the indicator and side light controlled by the same module??
