AC fan running at random speeds

The fan that blows air into the cabin is running at different speeds regardless
of the settings. Fan goes high then low. Same thing happens when the heat was on this past winter. It's like the control unit is messed up or something. I did notice when the fan is running max'd out, the indicator on the console doesn't
change (like two bars are lit). Is this a matter of replacing the console unit? I'm referring to the AC/Heat unit with all the controls on it. Thanks.

Found this from another website.

Blower motor regulator may be broken. Remove bottom plate from the right (passenger) side of the dashboard. Open black plastic box (two white sliders), blower is there and the regulator is located on the motor. It is expensive.
