1998 Mercedes C230 brake question

i have a 1998 Mercedes C230 and i was changing the brakes of my car today and i noticed that with or without the emergency brake being pushed in or not the actual brake pads do not leave a gap as necessary. it looks like the pads are constantly being pressed against the rotors. does anyone know what can be done to correct this? would it be something that would just require changing out the rotors and brake pads or do i have something more in depth with the situation that i have.

as well if anyone can point in the right direction to get a shop manual for this year/model of this car that would be helpful or if anyone is kind enough to shoot the manual in a pdf format i would greatly appreciate it.

Mercedes C180 (1998)
im sure you'd know if it felt like the brakes are constantly on while driving, so its unlikely to be the caliper pistons seizing, check the brake lines
