The 2-3 shift is delayed on cold starts to keep the engine RPM higher; that warms up the catalytic converter faster.

There is a vacuum module on the right side of the transmission. The vacuum module is controlled by a solenoid valve in the double firewall cavity on the passenger side of the engine compartment. The control pressure cable from the throttle linkage to the transmission goes through the vacuum module. The module/cable assembly can be replaced. There is very little space to work, so the job can be a pain. The transmission oil pan should be removed to make disconnecting and reconnecting the module/cable easier. Trace and check the vacuum lines leading to the module to make sure everything is connected and that the rubber vacuum hoses are still OK.

Doubtful. If the vacuum line from the intake manifold to the solenoid valve was broken or came off it might run rough at idle, but I think it would start.
