It is impossible to say without more information. You probably will have to take the whole cover off to be able to diagnose if something can be refastned or if something has been ripped/damaged to the point you have to buy new parts (and which ones). Buy a Haynes manual and it will show you how to get in there.

It should be
"Overhaul Front Bumper assy." or
"R&I Front Bumper Assy."
About 1.5 Labor Hours Shop time. so if a shop costs $45/Hour, then $67.50 plus Tax if applicable. You might have to replace Rivets when Overhauling a bumper which can cost $.90 or $2.20 depending of rivets or clips. If it has Foglamps, you add .5 Labor hours to Adjust and Re-align Lamps.
