high pitched whistling noise inside dash (Change over valve)

I have a constant high pitched whistling noise in the passenger side of the dash, much like feedback from a microphone that wont stop. I pulled the fan and glove box out. I then replaced part # 202-800-01-78 and wouldnt you know it, it still whistles. The vacuum lines are not damaged and do not leak ( i inspected them)

I think it is the part above the change over valve. I don't know what the part is so i took pictures. can anyone help me out and tell me what the part in the last picture is and how to replace it? any help would be greatly appreciated.

Mine whistles too. I believe its the blower for the aircon system, because whenever I shut the system off, it immediately stops whistling. The blower is located behind and underneath the glovebox. Its accessible from the bottom of the dash. Is that what you replaced?
