Intermittent Instrument Cluster

I'm wondering if anyone has come up with an answer to the intermittent instrument cluster problem. This is not the "sticky needle" problem but instead one in which all gauges are either full off or full on. When to ignition switch is turned on the gauges either all work perfectly or they all stay off for the duration of that run. It's very temperature dependent too: Usually works at ambient temp up to about 75 deg F. Won't work once the car is warmed up then re-started. Won't work in hot weather. Lately won't work in freezing weather either. Some people have said that replacing the cluster didn't help. I've always thought it must be a relay somewhere but never found one. Mine is a '97 C280. The MB service manager says he's never heard of such a problem.
