Charcoal canister purge control valve "open" or "closed" with key-on?

Charcoal canister shut off valve "open" or "closed" with key-on?
I'm getting a P0450 DTC saying the evap pressure sensor is being triggered. I did a smoke test on on my evap system from the front of the car back and noticed when the ignition is off or on, smoke was coming out of the charcoal canister shut off valve.
Is this suppose to be closed on start-up or key-on? I plugged the hole that went to the valve and the system was holding pressure since i was trying to find leaks.
Trying to determine if it is this unit, or potentially the fuel level sending unit from what my MB book is referring to as possible causes.
