1998 C230 will not start: TID:$05 CID:$09 - Rich to Lean sensor switch time

1998 C230 will not start: TID:$05 CID:$09 - Rich to Lean sensor switch time
The engine would turn over but she would not fire up. Left it alone for a while then came back and plugged in my ELM 327 to see what I could find even though there was no Check Engine light.
I did manage to get her started after cranking and cranking. She sputtered a little bit then smoothed out quickly. Anyhow, I read the diagnostics and she was reporting:
TID:$05 CID:$09
- Rich to Lean sensor switch time(calculated)
Min: 15
Test result value: 12
FAIL
Any ideas on what the issue is likely to be?
