Alarm/Ignition key will not turn

Alarm/Ignition key will not turn
My wife has a 99 c280 that's been sitting for a few months. I tried to install a new, fully charged battery. As soon as I put the battery cables on the alarm siren went off and the 4 way flashers started flashing. After the siren quit I tried to turn the ignition key which is the electronic key fob type, to no avail. Will not turn at all, put new batteries in the remote, no change. The steering is not on a bind as to keep it from turning. None of the functions on the remote key work, locks, trunk. Been thru the owners manual and that has not helped either. She's had this car for 10 years with no real issues till now. Frustrating to say the least !
