A mechanic who was working on windshield wipers in this w202 had an issue starting the car after he completed his work. He contacted alldata.com and they showed him a way to put the car into a mode where it would start. I called him and he did not know how to get it out of this mode. The procedure did not require connecting to the OBD2 port. It was through the cars standard controls like key on switch etc....
The caviot to this special mode is you do not have power to the SAM module, thus no turn signals, lights. power windows, horn, etc. So the car drives but is not street legal. This is because the mode requires C1 on the driver side fuse/relay block to be removed for it to start.
I believe I have the parts replaced that were keeping it from starting normally and I want to reverse this condition. Does anyone know how to do this?

Turns out that mechanic was not totally truthful. The issue was caused by a sharp object being jammed into the drivers side fuse & relay block thus pushing the C2-2 rail into the C1-2 rail and putting the car into key on mode permanently. I took the block apart and put an insulator between the 2 rails and now the problem is gone. This is where the block was penetrated by some object pushing C2-2 into C1-2. I pried it apart first to verify successful electrical separation with toothpicks.
