My C240 has "carpet" lining the entire rear wheel wells; black plastic in the front. The material is most like cheap indoor/outdoor carpet (no real pile; just a fiber material).
It agree the primary reasons for it would be 1) noise reduction and 2) spray control.
Since I live in Florida and have lots of afternoon thunderstorms this time of year, I'll try to check on the spray aspect....
