If you were thinking of getting your rims dipped, I suggest just changing the rims (but keeping the tires - assuming they're still good). There are a lot of rim options out there, depending on the budget. Getting your rims dipped will still be relatively pricey (depending on how good the quality is).
As for suspension, there is a long list of setups that you can do and/or combinations. Just as an FYI, springs are a portion of a coilover setup so asking what's better between springs and coilovers is not really a logical question. I think what you mean to ask is, which would be better to get? Aftermarket springs w/ stock shocks, aftermarket springs w/ aftermarket shocks? Ride height adjustable coilovers or Fully adjustable coilovers? Our answers all depend on what your needs are. I suggest taking a look at the 2 suspension threads in the sticky above "Aftermarket Mods / DIY".
