Can't you just override the speed setting by just pressing the gas? The reason they have that there is so you can pass other cars without cancelling cruise control. I never heard of increasing the speed past what you set it at only by kickdown.
If you press the cruise a light goes on and instead of using it as cruise you get a speed limit function.

That sounds like an interesting feature, I'd use it to set the max speed so I don't have to stare at the speedometer, but I always believed the cruise control lever just set the minimum speed the car will go at. Are you able to activate the speed limiter just by hitting the cruise lever?

Yes. I just press the leaver (same way as you spray the windows). Then the light comes on and you can limit the maximum speed.

In the US (and I've always thought - everywhere else) it doesn't limit the maximum speed - it maintains a constant speed. It you then press the gas pedal, it makes the car go faster, but when you release it, it returns to the set speed. In this sense, it limits the minimum speed. If you touch the brake pedal, it disengages.

We do not have the light. On the surface where you have a light, we have an arrow pointing upwards labled "ACCEL. SET", and one pointing down labled "DECEL. SET". On the top surface is an arrow point forward labeled "OFF" and on pointing to the rear labeled "RESUME".
