Actually, I don't like the measurement technique. These measurements are from the floor to the under side of the wheel well, which has the tire/wheel size combo in play. Even if the same wheels are used, tires' running diameters do vary. 1/4" to 1/2" would not surprise me.
I would rather see the drops measured from the wheel center to the top of wheel well, taking the tire and wheel out of the equation.

are the pads for rear only and are they interchangeable ???
