Addy, the electronic displays in the dash are on all the time (MFDisplay, radio, heater/AC-in the C320). There is a photocell that adjusts the intensity of the lighting.
That said, one of the rights of passage in buying a new MB is reading that 385-page, hardbound manual. It does have an index and table of contents, too. But no Cliff Notes, sorry.

If you mean the regular speedo and other gauge cluster lighting, no. These only come on with the parking or headlights.
Also, my radio lights don't come on without the radio -- only the little light in the center of the radio power button. I believe the other indicator lights, like overhead central controls, light switch, etc. only come on when the ambient light level is sufficiently dark. When I back out of my garage, they go out. (Also, I usually leave my headlight switch at "off" so my Xenons don't light each time I start up in, or enter my garage -- driving at night I leave it at "auto"). It is neat that the radio display brightness is independent of the headlight switch position and responds to ambient light in the cabin.
