I'm expecting you guys to tell me that theres no way that works, but I figured I'd ask just in case it's actually legit because for the price I think id buy one.
Would this be able to change settings like setting the alarm to "USA with buzzer" for example?

This looks like a more involved OBD II reader to me. Looking at the specs doesn't look like it's able to truly interface with the car. If you're really interested I'd ask to see the software interface. Also know that Star Diagnosis is about 4 DVDs if I remember correctly.
edit: I just saw the price. It'd have to cost more than $130 for them to recoup their development costs. The diagnostic interface is fairly sophisticated and needs specific communication keys for authentication

Yea, the real one is a bit more. I’d love to have one.
Depending on what you’re trying to accomplish, (Netherlands setting, etc.) it’s probably easiest to find a competent independent technician who knows the score. Drex hooked me up.

Snagged a Mercedes STAR system off Ebay.
I few more bucks than regular datalogger but a blast to mess around with.
Got mine from this guy. Really nice unit.

This device cannot communicate with the CANbus in the car. It is a cable set that allows you to use a PC to examine engine controls through OBDII. Save you money.

FWIW, DAS, Star Diagnostic, and E-Tester all go through the OBD-II port. Most modern Benz's have a gateway which you communicate to which distributes the message over the CAN.
