Done !! While I understand some of the reasons for getting rid of the front license plate, some of these won't really yield too many benefits (aerodynamic drag, damaging someone's rear bumper, etc). I think the biggest cases for it are 1) cost savings, and 2) appearance.
Yes manufacturing 1 license plate instead of 2 will definitely provide some cost savings to the State. But let's face it, I think most of us are more concerned with our car's front end appearance, and not some .05 mpg improvement in fuel economy, or concern if we hit some guy's rear bumper in front of us.
Many cars today have front ends that are not designed to accomodate a front plate. Trucks are less prone to this. For a time, some of GM's cars did provide a distinct location for a front plate. Noteably the 97-04 C5 Corvettes had a body-colored plastic cover on the front that said "Corvette" on it, which could be removed if a plate needed to be installed. Other cars like the previous generation Pontiac Grand Prix and Grand Am models had similar setups.
But many new cars aren't so accomodating. Picture a 6"x12" plate smack in the middle of you Chrysler 300M grille, or Mazda Miata, or Viper. Not pretty.
Where I live in RI, a front plate is required, however, I haven't mounted mine in the 2+ years I've had the car. Thankfully, I bought the car in California, and the dealer never mounted the plastic bracket to the bumper. Which is surprising, because I thought CA was a 2-plate state. Anyways...So my bumper is perfectly free of any holes, screws or mounting brackets. When it came time for my State inspection though, the law REQUIRES a front plate mounted on the car. So no velcro to the bumper, or plate on the dashboard, or strapped to the window visor. To get past this, I designed and built my own bracket which would mount to where the tow hook opening is on our bumpers. Similar in design (but I think better executed) to the one the gominigo website was selling awhile back that people here were buying.
I popped the tow hook cover off, mounted my bracket and plate, got the car inspected, then promptly removed the bracket. I now have it stored in my trunk in case a cop is having a bad day and decides to pull me over.

this petition has been going around for quite a long time. I can't sign it because I already have! I'm sure I signed it about 3-4 years ago...

This concerns me.
To: CA Legislators
We, the Undersigned, petition the State of California to revoke the current law requiring the display of a front license plate on passenger vehicles.
We support the current and future licensing fee structure, but ask that the law reflect that a front license plate is no longer required. We believe that there are significant benefits in not requiring front license plates and our reasons for this belief are briefly summarized in the paragraphs below.
The current Legislature in Sacramento are attempting to "Triple" the car license fee and what concerns me here is that when you read the above paragraph in the sentence that states "future licensing fee structure" it should make one stop and say this is another way of the politicians attempting to separate the people from their money! Seems a bit sneaky to me.
Sorry, It's not paranoia if they are REALLY out to get you...
