ticking time bomb sounds coming from dashboard

after I start the car now I hear a loud tick tick tick sound on the driver side. The windshield defrost has been acting up lately and now its not working at all. what has to be fixed here? if I have to pay the dealer to take the dashboard out etc this is going to cost a fortune
