Yes, it takes a couple seconds for them to reach full intensity, BUT, I did it because I was bored, and since my car has BIX, the low beam shield moves to instantly throw more light anyway.

It's really excessive. I've only used them maybe 10 times total including testing. Maybe only once or twice on the road.

The funniest thing was a couple weeks after I put them in, I was coming back from Vegas I was stuck in some traffic and this Cadillac XLR comes up right behind me. There was a group of cars in front and to the right of me, so I really didn't have anywhere to go. Then the guy decides to flick his high beams. It took all of the self-control I had not to flash him back.

I considered trying them on my car with what I have now, but never did. I drive in the country quite a bit, so I thought it might be worth it. Still undecided. Just wanted to know. Thanks.
