Restraint use, visit workshop message

Hello guys,
first I would like to say how helpful this forum has been for me and my Mercedes.

I own a Mercedes C220 W203, and lately I have had some trouble with it in the mornings.
What happenes is when I get up to start my car in the morning, the key wont work, left/right turn sign wont work, windshield wipers, and pretty much everything else. I have to open the car with the little key, and start it, and leave it running for 2-10 minutes maybe, and eventually the functions will start working. When i first start the car, it says Restraint use, visit workshop.
I have taken it to the workshop but they could not find what was wrong with it. There is this guy who claims that he knows what the problem is, and he is charging 500 euros to fix it. The problem is that he says he wont tell me what the problem is, even after he fixes it. So I am not sure if I am getting totally ripped off or what the deal is.
I would really appreciate any help/information you have.

check fuses, charging systems,

Sounds like a front SAM or possible EIS issue, or both.
