I was wondering if someone can give me a "guesstimate" on how much I should be anticapting to pay on a set of HRE in chrome or polish w/machine finish. Size I want is 19x9 and 19x10. Any help is appreciated.

There is no way to estimate the price unless you provide specific wheel type and size.
Go to the HRE website and look at the prices. You will pay between 15-20% off of the prices u see if you order from one of their authorized retailers.
