When replacing rotors I usually paint a thin layer of some anti seize on the inside of the rotor that contacts the hub so that there is no any bonding in the future especially in the salt rich roads in Ontario which only accelerates galvanic corrosion.
I believe that there is an extra screw hole in the rotor this allows you to insert a bolt and it is dead ended against the hub, start tightening that and the rotor will pop off the hub

Neither my old or new rotors have the bolt hole, but I've seen them and used them on many other cars. I've actually had the threads strip on that hole with rotors that were stuck on there really good - like it sounds with the OP.
