Outside Temperature Gauge Reads -40 Degrees

Help - does anyone else have this problem or know what it is? I have replaced the sensor and made sure it was seated well in the mount but it still reads -40 degrees. Any help will be appreciated.

It could be the wiring further up the chain. I was going to say replace the sensor since when it goes bad it reads -40 but you've already done that.
