Belt Tensioner Pulley Rust
Can I just clean the belt and sand down the pulley? If that works, will driving the car regularly eliminate the problem?
Any other suggestions?

I tried to take a picture but it did not come out. To solve the problem, I cleaned the belt with soap and water and replaced the noisy idler pulley. I am hoping the belt will "buff" off the rust on the two flat pulleys.
The rust is from sitting for so many years.

After 7 years I would look at also changing the coolant. What time limit does you book say ?
Your serpentine ( auxilliary) belt may also need changing .
Tyres are also said to deteriorate & have a shelf life of 6 years.
If I were you I would do a complete A & B service to make sure the car is reliable into the future. Seven years is a long time for a vehicle to be idle.

I did the A & B service except for replacing the brake fluid. The coolant was changed. The tires were new two years ago, they had to be replaced to pass inspection.
There is one serpentine belt and it looks like new except for the rust which I cleaned off.
