you can but you have to get a bulb that can handle the wattage since most HID kits OEM or aftermarket require more power than halogen bulbs. thats why most good hid kit company supply a relay harness or suggest using one.

The bulb determines the wattage itself, so that's not a problem. A 55W bulb would pull the 55W it needs from the supply, no more no less unless you start changing the feed voltage from cirka 14V to something else.
However, finding a bulb that physically fits in your headlights might be an alltogether different matter. Or do US halogen bulbs (900x?) fit OEM Xenon sockets?
Or were you planning on replacing the whole assembly?

You would have to replace the assembly but it would work fine but you may get error about the self leveling. Honestly just fix the xenon lights we can help with that they are easy.

wattage ie power consumption when under load. if what you say is true, there
would be a market out there for higher wattage bulbs and basically standard ballasts.
but this isn't the case. there are currently 35w as well as 55w ballasts. i am
not sure what D1S are off hand.

Yes, you can.
I bought my Xenon's from Blake, we removed them from his car and put my standard ones in his. The standard lights worked fine, the auto leveling connector was just left hanging and no errors.
Sadly, it's way too much trouble to get all the auto leveling stuff to transfer to my car.

When Blake and I were talking about swapping lights, we contacted uh...the guy in the Netherlands? He said NP, and I remember asking around, and in the end, we swapped 'em and no problems. Of course I had to get the Xenon set to present before heading out to
Firebaugh to do the swap with Jordan...ha. Damn, I was working my *** off, sweating like a dog, and Jordan was too young to buy beer. Arrgh.
