Sorry for my ignorance but what is that thing sticking out of the front kit? Serve any purpose?

The True OG Modded out W203
Its like a front bumper splitter for "fast" speeds. Mostly seen(euro wise) on E46's but MUCH nicer AND in carbon fiber(retailing for like 2K). That coupe was yucky. I only liked the suede inserts on the seats.
