Would you gain anything from removing the smog pump? Or is it there simply to just filter out the bad exhaust?

More than likely it will throw a code that can not be deleted. See you are in Mississauga, car will not pass E test with a code showing or an incomplete emission function. If the engine light is on, failure is near certain. Do not see any increase in HP from messing with these controls. If you need a boost, run some octane booster in a tank of premium fuel.
