P0430 WEIRD problem! Help please.

Okay so a week before my emission test my car was perfectly fine after i changed my right (passenger side) catalytic converter. A couple days after i passed my emissions, check engine light went on. I got P0430 code "Catalyst System Efficiency Below Threshold (Bank 2)". but the problem is...My MPG hasn't dropped badly (i'm getting 16-20MPG at times). Sometimes when I press on the accelerator my MPG drops. What is going on? Can anybody help me?

2003 Mercedes c320 4matic with 140K miles.

which side is bank 2?

While catalytic converter change was done, O2 sensor (after catalytic converter) was either damaged/not reconnected.

Bank 2 is right side (passenger side).
