C-class W203 (2002) Estate head beam adjusting problem

I have recently noticed that the manual head beam adjusting is not working. I can adjust the switch in the car but nothing moves in the front. I also have no lights in the coupe when the doors are open and the roof switch is set in door mode. If I set the roof switch in "on" all coupe lights turns on. Is this a mechanical problem, relay problem or just a fuse problem. And are these two problems connected or separated? The car will not pass the MOT with the head beam adjusting problem.
What shall I do and where shall I seek the solution???

you can seek the mechanical solution to your MOT issue with someone who has the diagnostic equipment and who understands the MB headlight system!!

PS: They are not connected!!

The headlamp adjustment knob (next to the light switch) is vacuum operated.

First check is to see the vacuum line is still attached to the engine. My ex mechanic had a habit of disconnecting it to gain access.... then never reconnected it.

next thing to check is there a hissing sound when the switch is operated...

A very common fault is that a vacuum pipe comes off one headlamp. This can affect both lamps. As Ben has said in the above post the pipe comes from the inlet manifold to the internal adjuster, if this adjuster make a hissing when you lower the lamps, this vacuum pipe is OK. If you have hissing from the switch and both pipes are on the rear of the lamps, then a vacuum actuator at fault inside one of the lamps
