The compressor is always turning though, the swash plate inside controls the degree of engagement. If it whines when ac is on, may be that the freon level is low, or the compressor itself is getting old & tired

Mine also whines but only when lightly loaded & has done so for years. It is more of a gas/liquid throttling sound than mechanical. On a hot days, no problem.

Mine stops when I change the setting to maximum cool.
Mine also takes about 60 or so seconds to stop whining after turning the A/C off.
I would not be surprised if a gas recharge would fix the problem as VVF says..
