2002 c240 won't pass smog

I switched out my fuel pump a while back and after I did, the car won't start on the first crank, it starts half way through the second 3-5 seconds. Also, when I fill the tank, the handle clicks repeatedly as if the tank is full and it's shutting off. When I did the fuel pump the battery died which reset the computer.

When I went to smog it, I wouldn't pass because 3 of the monitors were on and h\e said to drive it 30-50 miles on the freeway under 65 mph and come back. This time only one monitor was on as was the check engine light and the code said there's a problem with the 'Fuel Evap System'.

He talked me into paying $110 to diagnose the problem and when I went to pick it up, I recorded what he said so I was sure to get it correct, he said the car needs a new fuel shut off valve and since the new one doesn't connect with the existing harness, I need to buy a new harness connecting this new fuel shut off valve to the car to pass smog.

Does this sound right? Where does this fuel shut off valve go in my car?

It's a 2002 c240...
