Battery drain issues

i have a year 2000 c203 which i bought in germany and brought to the philippines. ive had various electrical issues since i bought it. while still in germany, it would suffer various issues, including buying a new starter and having the key reprogrammed. i got a new battery, and it worked fine, until i brought it home. i didnt use it for a few days, and when i tried to, batt was dead. since then, ive had to use the car everyday, if not, batt goes dead. i took it to a shop, and they said the alternator and starter were ok. (taking it to the authorized mb dealers would cost me more than the price of the car, so i just take it to mechanics that know mbs)
the drivers power seat suddenly stopped working, and electrical guy found out it was grounded (i did read that this is an issue with w203s). so i had a cheap fix done on it with new switches. batt was ok for a while, then it started again. if i dont use for 10 hours i usually get srs error, and drivers windows, door lock wont work.
i bought a lighter battery volt meter, reading while car is in use ranges from 13.3 to 13.6 when not, its 12.3 just after i turn ignition to pos. 1. as i just bought the battery meter, i have yet to check its reading after 10 hours of not using. any ideas?
also i am considering buying an odb elm 327 scanner. are these things useful? it looks as though these things dont pick up electrical faults, but maybe for other purposes...
