Question Drilling required to install license plate's rack?

I just realized my dealer drilled two holes onto my bumper for them to install the license plate's rack. Is it how it should be done. If so, wat can i do if i decide to take out the rack? (i mean what can i use to cover these 2 ugly holes?) Any advice would be appreciated.

That's how it is supposed to be installed, by drilling holes in your bumper. If you don't want them, Adam (awiner) makes some caps that you can plug into the holes to make them unnoticeable.
