Is it possible the hand brake

I have removed the caliper and the brake pads and tried to spin the disk using both hands. It was a little hard to spin. Since the calipers are not the culprit, what could be the problem that making the wheel hard to spin? Not to forget that the car is 4matic. Yes, the car was on neutral and the hand brake is released
