No fault codes and pending monitor codes don't clear!

I have C280 1998. Check engine light is off, Obdii shows no fault codes but there are a couple of pending monitor codes p0100, p0173, p0171 that never go away! I have been driving the car after I changed my Air mass and O2 sensors several months ago! Why? I can't pass smog. please help. thanks
