No power to cockpit fuse box

I ‘m sorry if this has been posted before, but I couldnt find anything about it. The instrument panel gauges and power windows recently quit working. Checked the fuses in the cockpit box- all good. Realized they all work fine when the key is in the on position. When the car is started, It seems that I lose power to everything in the fuse box. Is there a relay in the fuse box under the hood that controls the interior fuses? Or is there a short in the wiring that supplies the interior fuse box? Anyone else experienced this? Thanx.
