2002 C240
2002 C240 Starting Issue

The story:
I have a 2002 C240, 154,000 on the odometer roughly.

Yesterday we had some torrential rains for about 1-2 hours that I was, unfortunately, stuck out in at about 9 am in the morning. The car ran fine afterwards for several hours. Made a few trips between 10:30 and 13:00 without any issues. Parked the car overnight. 07:30 am went out to start the car. Turning the key to the run position, the radiator fan kicks on 100%. Turning to start does nothing. No solenoid click for the starting attempting to turn but the fan continues to run at full speed

Bad sign number one. Opened the Front SAM box and found almost an inch of water in the bottom.

What I've done so far:
1) Checked the fuses across the SAM - all look and test good for continuity.
2) Pulled the SAM - No signs of water on the SAM or in any of the connections. Partial disassembly shows no signs of water on the PCB at the lowest part of the module when mounted in the car.
3) Pulled the ECU - Some water may have reached the lower side but not sure.
4) Checking the relays for functionality and continuity.

Any suggestions?
