Little/no air from passenger side vents

Little/no air from passenger side vents
I know there are many threads about this already, however looking for some advice for this particular situation.
I have a 2002 C320 and I get mostly normal air flow on the driver's side vents, but little to no airflow on the passenger side vents. This includes the passenger side vent in the center dashboard and the side passenger vent. It's not blowing warm air as some other people have said, I just have little to no air flow at all.
I currently have my center dashboard removed to install a new radio, and was wondering if one of the suspect actuators/air flaps is accessible without having to remove the ENTIRE dashboard. I'm struggling to interpret the diagram with the actuation motor locations, is it most likely to be the M2/7 right blend air flap in the diagram below, and if so, how difficult is it to get to?
